Hawaii has never before had its people use their democratic rights to change law through the initiative process. With the initiative process, the people present a desired change in the law, signatures are gathered, the proposed ordinance is put onto the County ballot, and the people then vote their choice in the general election. We are the first citizens of Hawai'i to use theis democratic power.
